Commissioning and Start Up Services
Serve as owner's representative to the Electrical Contractor during site construction. Manage installation problems by coordinating between on-site construction personnel, the contract design engineers, and the Owner Engineering and Operations. This makes resolution of issues buildable, comply with design engineer/manufacturer's specifications and operate as the Owner expects.
Attend Factory Acceptance Testing (FAT) for custom manufactured electrical buildings, switchgear and motor control centers. Manage start up/commissioning services performed by various equipment vendors such as UPS, ATS, Battery, VFD, Switchgear and SACDA. Verify individual manufacturer analog and digital signal requirements are met by the current design, and that the manufacturers are supplying the required analog and digital signals to the Owner (DCS). Maximize the number of Punchlist Items fixed at the factory before equipment is moved to the field without impacting delivery dates.
Function check the relay, control and trip circuits for the switchgear at the FAT. Maintain a Punchlist of circuits that do not operate per the latest drawings. Incorporate any design changes prior to shipping to Site without impacting delivery dates.
Perform Relay, Breaker, Switchgear, Battery, ATS, UPS and Transformer Acceptance Testing.
Supervise and coordinate Owner testing contractors. Review testing data and make sure the Owner's testing scope is completed. Track equipment deficiencies and communicate with various manufacturers to find out lead time for repair parts or replacement equipment. Coordinate manufacturer field repair visit or perform installation of repair parts or replacement equipment. Retest the equipment and notify Owner of results.
On Owner site, perform cable, transformer and ground grid testing. Perform Acceptance testing of Switchgear, Transformers, and MCCs once in place.
Resolve Punchlist items from FAT and testing through communication with Owners and manufacturers. Support manufacturers' site visits and function check/retest equipment upon repair.
Write start up procedures of electrical systems. Coordinating with construction to verify LOTO boundaries and readiness of systems for turnover. Coordinate removal of temporary power with construction.
On Owner site, perform cable, transformer and ground grid testing. Perform Acceptance testing of Switchgear, Transformers, and MCCs once in place.

Perform energized function checks of electrical equipment. Such as: phase rotation, Main Tie Main schemes, motor rotation UPS operation, Battery system operation, and any feedback to SCADA or the DCS.
Program and verify VFD operation and integration with Plant SCADA or DCS. Experience in Allen Bradley, Yaskawa and Eaton VFDs.
Coordinate Medium Voltage VFD manufacturer representative Site commissioning visits to establish manufacturer warrantees. Act as liaison between VFD representative and Owner VFD feedback and input signals satisfy the VFD and DCS or SCADA systems.
Work with Operations personnel to write Operations/Maintenance procedures for various electrical equipment such as Substation, Switchgear, and MCC operations.
Advise the Owner of potential lead time or other scheduling issues that may impact the start up date.
Post Plant Start-Up, advise and assist operations/maintenance in day-to-day operations of the electrical systems. Training personnel and writing operation procedures as requested.
Troubleshooting and Maintenance
If there is a problem in any electrical system, a desire to upgrade or make changes to better suit Operations, give MET a call. We can work with just the Owner or the Owner's team to come up with a fix or solution.
