Morningstar Engineering & Testing LLC (MET) was formed from a Client's need to manage construction punchlist, testing company punchlist, a disconnect between field installation and Owner design intentions, lack of function testing, incomplete commissioning and Operation's frustration with the 'finished' Plant electrically.
MET was tasked to manage multiple testing companies across several projects. By implementing a standard testing scope for each plant, confusion was was reduced for the Owner and the Testing Companies. In projects where the testing scope did not cover all of the equipment, MET completed the testing. MET reviewed all of the test results and brought any discrepancies to the attention of Owner Engineering and the testing companies.
Upon completion of testing, and construction progress allowed, the Site would be energized using a written plan developed by MET. Incoming phasing was standardized as clockwise for all plants going forward. MET coordinated with Construction for proper LOTO for incomplete construction, and begin energized function testing of the Protective Relaying, Switchgear. UPS, VFD, Metering, ATS, Generator, Monitoring and other systems were all commissioned. Control loop signals with the DCS would be verified for each of the aforementioned.
Once the plant was ready for operations, MET assisted operations with switching, and any troubleshooting. MET has tested, commissioned and started up seven substations 138 kV and above and the Cryo and ROTF Plants associated with them. As well as, fifteen distribution stations 24.9/4.16 kV and the Salt Water Disposal plants associated with them.
